how do you submit it? am i supposed to submit the regular way? or i am supposed to post it somewhere?

I have a problem. On my notifications it says I have 13, but whenn I click it there is none in my inbox.

This has been going on for while and I didn't ask about it because I thought it wiuld get fixed, but seeing as how that is not the case I'm asking anyone who might know a way to fix this problem, if there is a solution at all.
